Panel: Who Digitally Defines You? Threats and Challenges to Digital Identity
Digital identity has become foundational to modern infrastructure, expanding from government-issued credentials to a dynamic, contested layer spanning healthcare, finance, social platforms, and AI systems that infer identity in real time. This panel explores how authentication, authorization, and trust are operationalized across fragmented ecosystems, where public and private incentives often diverge. As Canada develops digital ID and trust frameworks, the panel asks: what technical, policy, and socio-legal research is needed to ensure identity systems are secure, equitable, and resilient by design?

David Reevely is an Ottawa correspondent for The Logic. He was previously the news editor and then bureau chief for The Canadian Press in Ottawa, supervising coverage of all aspects of Canada’s federal government for the national wire service. Before that, he covered politics for the Ottawa Citizen as a reporter and columnist, focusing at different times on local affairs, the Ontario government and the place of the federal government in the capital. David Shipley is one of Canada’s most recognized cybersecurity experts and a trusted public speaker known for making complex threats understandable and actionable. He is the CEO and co-founder of Beauceron Security, a platform used by over 1,400 clients and one million users in Canada, the United States, and beyond.
David regularly appears in national media and has testified before both the House of Commons and Senate on issues of national cyber defence. He built the cybersecurity team at one of Canada’s oldest universities, gaining experience in risk response and communication.
David speaks across sectors—from education and health care to government and finance—on cyber culture, employee engagement, and real-world threat trends. His presentations combine clear insight, humour, and Canadian context.
For his service in the Canadian Forces and his leadership in cybersecurity, David has been awarded both the Queen’s Platinum Jubilee Medal and the King Charles III Coronation Medal.

Monifa Brooks is co‑founder and principal of Garabyte Consulting and a recognized expert in data privacy, compliance, and risk management. She advises organizations across telecommunications, government, health, utilities, and financial services on Canadian, U.S., and global privacy laws, including PIPEDA, Law 25, GDPR, and the CCPA. Monifa holds the CIPP/C and CIPM certifications, is a Six Sigma Green Belt, and is a sought‑after speaker on ethical AI, data governance, and the future of privacy.

Leigh is the founder and CEO of Tall Poppy, where she helps organizations protect their employees from online harassment.
She was previously a Technology Fellow at the ACLU’s Project on Speech, Privacy, and Technology, and also worked at Slack, Salesforce.com, Microsoft, and Symantec. She has co-founded two hackerspaces, and advises several nonprofits and startups. Leigh has a Bachelors of Science from the University of Toronto where she majored in Computer Science and Equity Studies.
